The Centre is willing to bail out Assam if the state comes up with a proposal to tackle flash floods. This is what the new Union Minister for Water Resources, Vincent Pala, has said. Pala said, "since water is a state subject, the Centre will have to depend on what the states need to tackle the problem. We have policies and designs tosuit the states' interest. If Assam comes forward with a proposal, there should be no problem on Central funding."
