The North Eastern Police Academy (NEPA) (formerly, the Regional Police Training College) is an establishment of the Government of India, under the Ministry of DONER. It is situated at Umsaw village in Ri-Bhoi District of Meghalaya and has been in existence since July 1978. NEPA is engaged in shaping police officers of Northeast states for equitable, effective and sensitive policing. The academy has a sprawling campus spread over an area of 205 acres and is situated at a height of 976 metres (3,500 ft).
In 1972, the National Committee on Police Training, headed by MS Gore, recommended the setting up a Regional Police Training Institution under the North Eastern Council (NEC), to cater to police training needs of all the Northeast states. The Gore Committee observed "... There are some states and union territories in the country where the annual intake as well as the total complement of the police force is small and where independent institutions may not be feasible. We recommend that the Central Government should set up at least one police training college and one police training school for such states and union territories. These can, perhaps, be located very advantageously under the Eastern Zonal Council at Shilong or Guwahati to serve primarily the needs of Manipur, Tripura, Arunachal Pradesh, Nagaland and Mizoram." Accordingly, NEC took up initiatives and submitted the proposal to the Government of India.
The director of NEPA looks after and supervises the day-to-day functioning of the institute. The Secretary NEC as an agency of the Home Ministry, now replaced by the Ministry of DONER, supervises the overall functioning of the academy. Besides, there is a high powered committee, called NEPA Board, to undertake the annual stocktaking of the academy and make recommendations to the Government of India. The formation of the board and its term is reviewed every three years. The board meets at least once a year.
The Secretary, North Eastern Council, is the chairman of NEPA Board. The directors-general of police of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim are members. The other members are joint secretary, Ministry of DONER, joint secretary (PM), Ministry of Home Affairs,director (training ) BPR&D, Ministry of Home Affairs, Financial Advisor, North Eastern Council; Deputy Director (Administration), National Police Academy, Hyderabad. The NEPA director is the Member Secretary. The board functions under the overall guidance of the Ministry of DONER.
The objectives of NEPA are:
- To impart one year basic training to the directly recruited Police Officers of the rank of Sub Inspector and DySP of N E States.
- Design and offer a number of different types of in-service training programmes for Police personnel of N.E. States from the rank of S.I. and above.
- Design and offer courses which will bring Police Officers in close contact with Officers of other Departments like Revenue, Judiciary, Magistracy and Customs, etc.
- Undertake research surveys, case studies, etc to prepare material to be used in training.
- Compile documents and analyse the available literature relevant directly and indirectly to Police training.
